SERVIS Project

The Serbia Ecosystem for Resilient, Verifiable and Inclusive Services (SERVIS) project is a proposed initiative that will support the next phase of Serbia’s digital transformation by improving the quality, accessibility, and everyday use of selected digital public services. The project is designed to help citizens, businesses, and public administration benefit from more reliable, secure, and user-friendly digital services, while strengthening Serbia’s readiness for future technological and cybersecurity challenges.

The Project Development Objective (PDO) is to increase the inclusive use and quality of selected digital services. In practice, this means moving beyond simply making services available online and focusing on whether people can use them easily, complete processes successfully, and trust the systems behind them. A central feature of the project is the development of a Digital Wallet aligned with the European Digital Identity (EUDI) framework, which will allow citizens to securely use digital credentials and access services more efficiently. The project will also support improvements in digital public infrastructure, including Government Cloud (G-Cloud) services, cybersecurity capabilities, and the use of artificial intelligence to simplify administrative processes and improve service delivery.

Project Components

  • Component 1. Digital Ready Infrastructure:

This component would support investments to strengthen the foundational infrastructure required for secure, reliable, and scalable digital government services, including connectivity, hosting environments, interoperability frameworks, cyber resilience, and core technical architecture.

  • Component 2. Next Generation Digital Public Infrastructure:

This component would finance the development and rollout of key digital public infrastructure enablers, including digital identity, trust services, data exchange, and the Digital Wallet aligned with European Digital Identity standards, to facilitate secure authentication and more seamless access to public services.

  • Component 3. AI and Digital Services:

This component would support the redesign and modernization of selected public services to improve usability, accessibility, and efficiency, while enabling the responsible application of artificial intelligence to streamline administrative processes and enhance service delivery outcomes.

  • Component 4. Project Management:

This component would finance the institutional, technical, fiduciary, and monitoring support required for effective project implementation, including coordination, procurement, financial management, environmental and social requirements, reporting, and results measurement.

The proposed project will be implemented by the Office for Information Technologies and Electronic Government. Approval is expected in August 2026, with implementation running through September 2031. Building on the results of the earlier Enabling Digital Governance (EDGE) project, SERVIS is intended to help Serbia move to the next stage of digital government development by combining secure infrastructure, modern digital identity solutions, improved service design, and stronger institutional capacity. Overall, the project aims to deliver practical benefits for people and businesses while reinforcing Serbia’s position as a regional leader in digital government.
