Unique record of citizens of Serbia for the first time in electronic form

Within the Central System of Registers of the Ministry of State Administration and Local Self-Government, in which data from three registers - of births, marriages and deaths are kept, a new unique electronic record of citizens of the Republic of Serbia is established as the fourth register - a register of citizens.

As the data on citizens of the Republic of Serbia have been managed in different ways over the past 70 years and within different competencies, establishing electronic records of citizens was one of the most demanding tasks within the project of digitalization of public administration, i.e. establishing electronic records with citizens‘ data within the eGovernment system in Serbia.

By establishing citizens records, an important step has been made towards rounding up the register of citizens, but a lot of work is still ahead of us. Namely, given that the data on citizens were managed in over 300 different databases, and since many of them were incomplete and did not contain the Unique Personal Registration Number of citizens, especially those in the period from 1940 to 1980, it will take a certain amount of time to complete these data and for the newly established electronic records of citizens of Serbia to fully come to life in the eGovernment system of the Republic of Serbia.

"Thanks to the teamwork of the Ministry of Internal Affairs, the Ministry of Public Administration and Local Self-Government, the Cabinet of the Prime Minister, and with the technical assistance of the Office for IT and eGovernment, this electronic record has finally been established. Data from electronic records of citizens are also available through the use of the information system for the exchange of data ex officio (eZUP), so that all institutions using this information system, in accordance with the approved rights, will be able to access data on citizens throughout Serbia", said Mihailo Jovanović (Associate Professor, PhD), Director of the Office for IT and eGovernment.

He added that this electronic record was established by the Ministry of Internal Affairs in cooperation with the Ministry of Public Administration and Local Self-Government and that on this occasion, both ministries issued Instructions for the local self-government units regarding data transmission, with clear deadlines for the completion of work. "I would like to use this opportunity to thank all the city and municipal administrations, on behalf of both ministries, who acted according to the aforementioned instructions and completed this important task within the deadline. I appeal to those who have not yet acted upon the instructions to do so urgently", said Mihailo Jovanović (Associate Professor, PhD), Director of the Office for IT and eGovernment.
