The report emphasized that major progress has been made thanks to meeting the Government's goal of carrying out public administration reform and transforming it into an efficient citizen service, establishing the Office for Information Technologies and eGovernment, which together with the Prime Minister's team manages and coordinates the reforms and operations of digitalization of public administration, the establishment of the Coordination Council for eGovernment of the Government of Serbia, the establishment of an Ex Officio Data Exchange System using the Government Service Bus, as well as a significant increase in the number of electronic services.
Significant progress has been made regarding the simplification of administrative procedures through the introduction of eGovernment services: such as the possibility of establishing a company electronically in 1 day, the introduction of POS terminals at cadastral counters, counters of municipalities and cities, the abolition of stamps, the Unified Information System of all Local Tax Administrations (LPA), the possibility of electronic payments on eGovernment Portal and LPA Portal, as well as electronic services – “Baby, welcome to the world”, eEnrollment and ePrescription.
“We have achieved a mass use of eGovernment services and provided almost one hundred million electronic services following the electronic one-stop-shop principle, i.e. citizens only come to the public administration counter once, and thanks to eGovernment, public administration employee completes all tasks for that citizen in one visit. This is how the Data Exchange System, eCadastre, ePrescription, eEnrollment, eRegistration of seasonal workers, or probably the most beloved and at the same time the most sophisticated eService, for which we believe there is no equal in Europe and beyond, and which is of great interest to the leading countries of Western Europe – “Baby, welcome to the world” system, Jovanović said.
To date, 5,300,000 ex officio documents have been exchanged through the Government Service Bus, 960,000 users have been registered at the eGovernment Portal, 330,000 registration stickers have been renewed through the Portal, 1,300,000 appointments for issuance of personal documents have been scheduled, 1,000 driver's licenses have been delivered to the home addresses, 190,000 babies registered through the “Baby, welcome to the world” information system, 3,000 Certificates of (No) Criminal Conviction ordered, 3,200 registrations of foreign nationals visiting Serbia, and 1,630 electronic payments made. Since the beginning of the year to date, 57,000 property declarations have been made on the LPA Portal, and My LPA mobile application is used by 10,000 citizens. 300 POS terminals have been installed at counters of municipalities, cities and cadastres, over 80,000,000 ePrescriptions have been issued and there were 14,000,000 automatic health card validations.
Jovanović also emphasized the changes introduced in the education system, and reminded that 120,000 students were enrolled and distributed across school departments through the eEnrollment information system, that the eKindergarten service was introduced in 17 cities and municipalities, that 48,000 children were enrolled in preschool institutions electronically, and that there have been 1,500 candidates trained in the IT Sector Prequalification Program.
