As of today, the service of issuing Certificates of (No) Criminal Conviction is available to all citizens on the eGovernment Portal. This service is intended for those adult natural entities who are citizens of the Republic of Serbia and who wish to submit a request electronically, through the eGovernment Portal, to obtain a Certificate of (No) Criminal Conviction, and the collection of the Certificate shall be performed at the police administration in the place of residence. Also, if the purpose for issuing the Certificate requires payment of an administrative fee, this can as well be done electronically through the eGovernment Portal.

“By introducing this service, which we developed in cooperation with the Ministry of Interior, we make it easier for citizens, who no longer have to visit the police administration twice, but can now order the Certificate electronically. They can also make payments of administrative fees, if the purpose for issuing the Certificate so requires, and they can collect the document themselves in their police department. At the same time, we are developing the possibility that through the eZUP Information System, public administration bodies that need this information in certain procedures can easily and quickly obtain this Certificate ex officio without the need for citizens to bring it themselves or visit the counter at all. This is another of the many results in public administration reform, which transforms it into efficient citizen service”, said the Director of the Office for IT and eGovernment, Mihailo Jovanović (Associate Professor, PhD).
Each year, the state issues over 750,000 Certificates of (No) Criminal Conviction, and citizens had to visit the police administration twice to obtain this Certificate. By introducing this service on the eGovernment Portal, we are potentially saving our citizens 750,000 hours of waiting in lines.
An applicant for the issuance of the Certificate of (No) Criminal Conviction is required to be registered at the eGovernment Portal or to log-in with a username and password or a qualified electronic certificate in order for the service to be initiated. Applicants make a selection regarding the place where they shall exercise their right through the Certificate, or whether they need the Certificate to exercise their rights in the country or abroad.
