Simplified procedure for the enrollment in the first grade of elementary schools

The presentation of the new information system was also attended by the Minister of Education, Science and Technological Development, Mladen Šarcević; the Minister of State Administration and Local Self-Government, Branko Ružić and the Director of the Office for Information Technologies and eGovernment, Mihailo Jovanović (Associate Professor, PhD).

Brnabić pointed out that as of today, another unnecessary and burdensome administrative procedure has been abolished, which shows that public administration is in the service of citizens.

She announced that in the next two years, work will be done to create a Unified Education Information System, which will allow all data on children throughout their entire education, from preschool, primary and secondary schools, faculty and then employment, to be in one place.

Namely, after the eZUP, “Baby, welcome to the world” system, eCadastre, ePrescription, eReporting of seasonal workers, the Government of the Republic of Serbia has launched a new information system, which transforms public administration into a service for citizens and makes citizens less obliged to be couriers carrying their documents from one counter to the next. Namely, for the first time, when enrolling first-graders, parents do not have to carry birth certificates and certificates of residence, but school employees have access to them ex officio. For now, what will remain a paper-based obligation is the submission of medical certificates and certificates of attendance of the preparatory pre-school program.

The eEnrollment information system has certain special particularities: “Unlike eZUP and eBaby, where we have gradually introduced systems throughout Serbia, eEnrollment was instantly released in each of the 1229 elementary schools. Thanks to the experience and expertise of the entire team of the Government of Serbia working on public administration reform and digitalization, which consists of the Cabinet of the Prime Minister Ana Brnabić, experts from the Ministry of Public Administration and Local Self-Government, the Ministry of the Interior, the Ministry of Education and the Office for IT and eGovernment, the system was released all over Serbia in one day”, Jovanović pointed out.

In addition to the eEnrollment application itself, the Office for IT and eGovernment provided qualified electronic certificates for each school, which enabled the highest level of electronic identification of employees, as well as a contact center to support the use of the system, which made it possible to release the system in one day in all schools in Serbia.
