The Prime Minister of the Republic of Serbia, Ana Brnabić, estimated today at the presentation of the Unified Information System of Local Tax Administrations that this a reform that will positively affect the citizens, businesses and the state.
Brnabić expressed her belief that the reform will also “make life easier” for the diaspora because, as she explained, it is no longer important whether someone is in New York, Europe, Vrnjačka Banja or Belgrade, the only thing that matters is that they have Internet access and they can check their tax obligations and settle them.
Director of the Office, Mihailo Jovanović (Associate Professor, PhD) stated that in the forthcoming period, the Office plans to integrate the eCounter of the Republic Geodetic Authority with the Unified Local Tax Administration Information System, which will allow tax returns to be automatically generated from the Electronic Cadaster Information System and imported into the Local Tax Administration Information System. Starting spring, all tax solutions that are starting to be generated from the LPA Unified Information System will have a QR code, the scanning of which will start a simple instant payment procedure.
Also, we will provide insight into the tax solution in electronic form on the LPA Portal and, finally, we will develop a mobile application that will bring the functionality of the obligation status query closer to mobile users, said Jovanović.
The Office for IT and eGovernment has established and manages this Unified Information System and provides the technical requirements for its implementation, as the competent Government service responsible for the design, harmonization, development, and functioning of eGovernment systems. In cooperation with the Swiss Agency for Development and Cooperation, within a record time of seven months, the Office for IT and eGovernment established this Unified Information System and provided the technical requirements for its implementation.
Establishment of this system has a fantastic benefit for the state as well. Namely, now that the data are in one place, it is possible to make any query in real time - with one click you get the tax efficiency of each of the LPAs: taxpayer statistics, annual level of debt, percentages of collection, carried over debt from the previous year. Simply, for each LPA, the data are already available along with the percentage of collection success in 2018, but also the collection success taking into account the carried over obligations.
When designing the Unified Information System of Local Tax Administrations, all principles of modern electronic administration were respected, therefore the System is linked to other original electronic records - the Register of Residence of the Ministry of the Interior, the Address Register of the Republic Geodetic Authority, the Records of the Tax Administration of the Republic of Serbia and the Serbian Business Registers Agency.
