Automatic verification of health insurance cards

The first phase of this project, which started in October 2017, under the Stop Bureaucracy Program, made it possible for employers to no longer be required to personally verify their employees' health insurance cards, but the state now automatically renews them without the need for filing a request or visiting the counter. The information system of the Health Insurance Fund of the Republic of Serbia obtains the data from the Tax Administration on paid contributions, on the basis of which it automatically verifies the health insurance cards. The cards are thus renewed for employees whose employers regularly pay contributions, for their family members, pensioners, as well as benefit recipients through the National Employment Service and their family members. Employers thus save about 500,000 hours of unnecessary visits to counters each year, or about 2 million euros. In the second phase, started on March 1, 2017, automatic verification of health insurance cards was enabled for insured individuals that are self-employed (entrepreneurs), farmers, priests, religious officials, foreign pensioners, or those receiving a pension or disability benefit from a country with no bilateral agreement on social security, independent artists, employees of natural entities (with no TIN) and those who carry out activities under an expert exchange agreement or an agreement on international technical cooperation. Automatic verification also includes members of their families who are insured through them. With the introduction of such electronic services, we make the life and business operations of citizens more comfortable and the public administration more transparent, efficient and economical.
